Quality Of Government, Open Innovation And Innovation Performance Of Enterprises

The equipment manufacturing industry is important to national prosperity and economic development. Equipment manufacturing industry is a fundamental and strategic industry. The scale of equipment manufacturing industry is improving, but compared with developed countries, the overall quality is still at a disadvantage, the most prominent problem is lack of independent innovation ability. How to make China’s equipment manufacturing "going out" with a strong comparative advantage, improving technology innovation capability is the key. "Open innovation" provides people with a new idea of innovation. Only when the enterprise is connected with the external innovation source, can the enterprise survive and develop better. But open innovation activities are carried out in the framework of a series of specific politics and economy. External policy and institutional environment impact on open innovation activities can be carried out smoothly or not. So the quality of local government is a very important situational factor and need to be concerned about.Therefore, this paper has selected listed companies of equipment manufacturing industry in A-share market of Shanghai and Shenzhen from 2010 to 2014 as the study sample and has studied the relationship between government quality, open innovation and enterprise innovation performance. Based on the theoretical, experience, empirical analysis, the main conclusions are drawn as follows:(1) Open innovation and enterprise innovation performance presents inverted U type relationship overall. Open innovation has a positive effect on innovation performance, but the high degree of open innovation has a negative impact on innovation performance. (2) Government quality has a positive mediator effect on the open innovation and innovation performance. In other words, improving the quality of government can improve the inverted U type relationship. This also means that enterprises need to implement open innovation moderately. While the government should take corresponding measures to enable enterprises to gain more benefits from open innovation. Finally, according to the research conclusions, this paper puts forward the practical enlightenment and policy recommendations, and the future research is prospected. We hope the research results of this paper can provide theoretical support and practical ideas for the Chinese equipment manufacturing industry to come out of the innovation dilemma.
