Research On Evaluation And Optimization Of Technological Innovation Policy Of Sports Goods Manufacturing Industry

China's economy is entering a stage of high-quality development relying on the innovation.As an important part of traditional manufacturing industry,the sports goods manufacturing industry must also rely on technological innovation to achieve industrial transformation and upgrading.Since the development of sports industry has been promoted to the national development strategy in 2010,sports industry policies that encourage technological innovation of sports goods have been issued one after another.This series of industrial policies will certainly have a profound impact on the technological innovation of the sports goods manufacturing industry.Studying these public policies of sports industry is of great significance to use policy tools to stimulate technological innovation.The existing research on sports industrial policies mainly focuses on the development process of sports industrial policies or the analysis of policy text,and pay little attention to the actual impact of sports industrial policies on technological innovation.This paper takes industrial policies of encouraging the technological innovation of sports goods in eastern China as the research object.Based on the technological innovation theory,market failure theory and Roswell's policy tool theory,it mainly studies the content and current situation of sports industrial policies with the methods of empirical research and comparative research.It deeply studies the changes of technological innovation performance of sports goods manufacturing industry after the implementation of industrial policies,and provides references for further optimization of policies.Firstly,the characteristics of industrial policy tools used by central and local governments are analyzed from three aspects: the number of industrial policies,main bodies of formulation and implementation and types of policy tools.It is found that environmental policy tools are the most used policy tools to promote technological innovation of sports goods,and different regions have different preferences for different types of industrial policy tools.Shandong,Guangdong and Shanghai prefer environmental policy tools,however,Jiangsu,Zhejiang and Fujian pay attention to supply-oriented policy tools.Jiangsu,Shanghai and Fujian focus on demand-oriented policy tools.The further analysis shows that the most used environmental policy tools mainly focus on encouraging the establishment of Industry-University-Research cooperation innovation mechanism,determining the key research and development direction and promoting the transfer and transformation of technological achievements.Secondly,based on the mining of invention patent information in eastern regions of China,applied the simple "front-back" comparison method of policy implementation effect,the technological innovation performance of the sports goods manufacturing industry before and after the implementation of the policy is compared from three perspectives of the number of patents,the patent quality and patent application.And the conclusion is drawn: after the implementation of the policy,the number of patents of the sports goods manufacturing industry in various regions has significantly increased,so have the patents of sports rehabilitation technology and intelligent sports goods that are mainly supported.At present,the patents of the sports goods manufacturing industry are mainly distributed in Jiangsu and Zhejiang.Universities and scientific research institutes are playing an increasingly important role in innovation.There is a tendency for different innovation subjects to cooperate.Thirdly,to make a comprehensive evaluation of the existing sports industry policies that stimulate the technological innovation of sports goods.In terms of the content of industrial policies,the existing industrial policies are too dependent on environmental policy tools and some of responsible subjects of the policies are vague.In terms of the implementation effect of industrial policies,the number of technological innovations produced has increased obviously under the policy incentive,but the quality of innovation has not been enhanced synchronously.The overall level of patents application is low and the three main bodies lack the cooperation.Suggestions are put forward for the appropriate adjustment of industrial policies in the future: rational combination and application of different kinds of policy tools,the definition of policy subjects and closer cooperation,guiding innovation subjects to attach importance to innovation quality,strengthening the market orientation of technological innovation results,improving the level of patent application and encouraging diversified innovation subjects to cooperate.
