As global public issues emerge, western scholars issue the necessary of globalgovernance. International institution is the main form. In face of new institution, thestate sector has been participating negotiation among different level. Since1970s, inthe areas of global governance as preventing human right and climate change,preventing arm proliferation, international laws have done a lot of jobs.Tobacco governance is a newly developing issue. Its negotiation has achievedgreat success through the birth of Framework Convention of Tobacco Control (FCTC)with the efforts of state sector and non-state ones. We cannot disregard the key role inthe sixth negotiations among states. Every state delegate is struggling for theirs’interests no matter what the political economic system is.We can see that developed countries, such as Canada and Australia, contributegreatly to tobacco governance. In recent year, however, Brazil is also active inparticipating in the negotiation of FCTC. The most important thing is its success interms of domestic tobacco control and becoming a global tobacco control leader.In this essay, we cite the paths of Brazil tobacco governance, from Brazil tobaccoeconomy to international negotiations, and demonstrate the experience of Brazil. Thespecial strategies we conclude including:first, take use of commerce factor toproposal tobacco control; second, take the measures of economy and law to influenceconsumption; third, localization; four, international committees’ influences; five,ongoing political will. In the end, we issue the short conclusions.
