Study On The Legal System Of Chinese Tobacco Control Under The Background Of Global Tobacco Control

Tobacco industry is important part in our economy,but with the development of modern medical science,the opinion that smoking is harmful to health is accepted by more and more people.Many countries and areas begin to regulate tobacco producing and consumption by law.Legislation for tobacco control is becoming inevitable today.As a member of <World Health Organization Framework Convention on Tobacco Control>,we must carry out more strict laws to control our tobacco industry and smoking.This paper adopts methods of comparative analysis and document analysis,which is divided into three parts.The first part introduces the legislation history and practice of the Europe,United States and Japan,through comparing with the differences of these countries,it depicts the origination and development of global tobacco control civilization.In the second part,it shows us the shortage of our tobacco control system by analyzing the process of tobacco producing,sales and consumption.After systematically analyzing,we can trace back to find the problems in our tobacco control system.In the third part,this paper present the ways that combined experience of advanced countries and our reality to evolve our tobacco control legislation.
