The public often needs to handle varied documents in their daily work and life, once these documents couldn’t be handled or didn’t get timely handled, it will cause corresponding impact, making the set objectives difficult to realize. Especially in modern society, with the wider range of natural personnel and the more frequent of business activities and social activities, we need to handle more and more kinds of documents. In the aspect of documents managing, our government departments play the main role which adopt corresponding measures to provide accreditation service and provide a good guarantee for the public to handle the documents. However, in the actual accreditation process, "the accreditation difficulty "often appears. Accreditation is not only cost a lot of time and efforts of the public and also has adverse effects on the government image which is not conducive to the social development and stability. In dealing with the difficult aspects of accreditation, the Chinese government adopted the corresponding control measures in recent years but failed to get the ultimate way to solve these problem, "rush difficult problems" still exist. How to effectively control "the accreditation difficulty"is the problem needs to be solved as quickly as possible in our country. This article take the handling of business license as an example, after defining the relevant concepts and clear the theoretical basis, it pointed out that the main performance of "accreditation difficulty" is:the accreditation time is long, mutual buck-passing, difficult to find the subject of the liability, give dirty looks, reply is not clear, information asymmetry, demanding materials many times. To solve these problems, this paper analyzes the causes of these problems, and the corresponding solutions. This paper argues that the main cause of "difficult Rush" is: complex requirements in handing certificates, imperfect management system, the lack of supervision of accreditation personnel, and the lack of cooperation between government departments. This article proposes following solutions to solve "difficult Rush" problem.These specific measures include:simplifying the accreditation requirements, improving the management system, improving the administrative supervision and enforcement mechanism, improving the accreditation personnel professional quality, simplifying administrative licensing,enhancing network facilities and management performance appraisal.Through these measures, government can effectively solve "the difficult problem of accreditation", and enhance public services to achieve the goal of optimizing the public service.
