Local Government Safety Supervision

In recent years, production safety accidents, such as fire, collapse, shipwreck, explosion caused by human factors, occur repeatedly in China. The year of 2015 saw 5.25 elderly apartment fire,in Pingdingshan, Henan,8.12 explosion in Tianjin Port, 6.2 shipwreck of "star of the Yangtze river" in Jianli,Hubei,12.20 collapse in Shenzhen and so on. The reasons for those catastrophes are both by accident and by design, implementation of system, ill management, lack of supervision, which indicates that China has entered a period of high frequency of safety occurrences and casualty incidents. and also the one of the high-speed growth of national economy. So to establish and perfect the safety management system and to improve the government’s ability to response to production accident is becoming more and more important.Beginning with the theoretical knowledge on safe production supervision, this paper tends to introduce the Western advanced production safety management experience, combined with the country in 2015 several serious safety accidents, analyze drawbacks and problems of the safety production management, combined with several serious safety accidents occurred in the in 2015 and put forward with constructive advice on the emergency rescue process. This paper highlights that the government should strengthen safety supervision and increase workers’safety consciousness, for prevention and daily inspection comes first. As for handling security incidents, it is proposed in this article to mobilize rescue forces, stabilize the situation, evacuate the staff and avoid secondary disasters to ensure people safety. After the accident, the government should take the initiative to release information timely, spread positive energy in the rescue, comfort the sufferers, clarify rumors, and reassure the public. In the process of post-disaster reconstruction, information publication, the protection of vulnerable groups, openness, fairness and justice should be paid attention to. Afterwards, impartial and objective investigation should be made and relevant personnel should be held accountable for the accident.Production safety accidents cause great influence to People’s daily life, this paper, combining theory and cases, elaborates the reasons and disposition of the current accidents in our county so as to provide reference to promote economic and social development and social harmony and stability.This paper is divided into six parts:The first part mainly introduces the background, the significance, the research of the problem both at home and abroad, the method and expected innovation point;The second part focuses on the concept of safety production supervision, on basic characteristics of the government safety regulation:authority, compulsory, universal binding, as well as on the basic principles and the related theory of production safety supervision;The third part introduces the status quo, regulation system and measures of the safe production supervision of local government in China;The fourth part analyzes the problems of safety production regulation and the reasons of frequent accidents from the aspects of relationship between governments, the safety regulatory agencies, regulatory scope, and legal system and so on;The fifth part introduces and summarizes the Western advanced safety production supervision experience, and compares the one between the Western and the China;The sixth part introduces measures should be taken by local government such as: to strengthen the supervision, to perfect the mechanism, to encourage social participation mechanism, to make administrative accountability, etc.
