Study On The Regulation Of The Abuse Of The Authority Of The Police At Grass-roots Level

With the promotion of the modernization of the public security organization and the construction of the primary level,the requirement of the law enforcement standardization is becoming higher and higher.The use of the power of the grass-roots police requires open and fair and impartial.The abuse of the power of the grass-roots police should never be allowed,and the legal rights of the people should be well protected.The power should be used only for the people.The author defined the scope of the police and analyzed the theoretical analysis of the abuse of police power at grass-roots level,this paper analyzed the current situation of the regulation of abuses in grass-roots police power in China from the aspects of legal system,organizational system and exercise of authority.The existing regulatory measures can not eliminate the abuse of grass-roots police power.From the aspects of lack of law,supervision and restriction,weak regulation and so on,the factors that affect the regulation effect of abusing behavior of grass-roots police power are analyzed.Combined with the reality of China,the author optimize the regulation measures of abusing behavior of grass-roots police power,and enrich the empirical accumulation of the regulation of abuses in grass-root police power.The author puts forward a supervision system of the power abuse,hoping that the abuse behavior will be stopped,the purity of the grass-roots police can be maintained and the justice image of the grass-roots police can be well promoted,improving the credibility of police at the grass-roots level.
