| Recently, it is difficult to move forward in the research of the study of Marx’s theory of China, especially in the field of economy, and the study of the thought of Chinese early leaders is not enough. Besides, the truth is that the most important problem of Chinese deepen reform is how to realize the balance and healthy of Chinese economy, so the theoretical and realistic background decides the necessity and importance of the study of Chen Yun’s comprehensive balance theory. The paper is mainly about the formation process, the basic content and the evaluation of Chen Yun’s comprehensive balance theory. In the first part, the paper emphasizes the formation background, the theoretical basis and the methodological basis. In the second part, the paper uses the method of combining practice and thinking. In the third part, the paper uses the method of comparative analysis to study Chen Yun’s comprehensive balance theory, and discusses the value of the thought. This paper mainly draws the following conclusions:Firstly, Chen Yun’s comprehensive balance theory is based on Marx’s theory of social reproduction, and also based on the methodology of seeking truth from facts. Secondly, the basic contents of Chen Yun’s comprehensive balance theory include to realize the balance of financial revenue and expenditure, to realize the balance between commodity price and purchasing power, to realize the basic balance of the proportion of economic development, to realize the balance of the construction scale and national strength, and to realize the balance of the economic development and environmental protection. Thirdly, Chen Yun’s comprehensive balance theory not only enriches and develops the development theory of Marx doctrine, but also adds the content of Mao Zedong’s "ten important relations" thought and Deng Xiaoping’s "first drive after the rich" thought.
