Disequilibrium Governance About County

County-level governance is an important issue to construct the national governance system and modernization of governance capacity,but in reality,there are disequilibrium phenomenons in county-level governance,which have become an obstacle to the development of the county.So,what's the expressive form of the disequilibrium county-level governance? What's the characteristic? What impact will be brought on the county-level governance? How to change the disequilibrium governance phenomenon? They are the main concerns of this paper.This paper takes XW County as a case,studies the county-level disequilibrium governance issue.The study discovers that: County-level governance always targets to economic development,pays slight attention to social services,the impressions lie at: depend on the construction of key projects,the development of key industries,the poverty-relief work and the promotion of urbanization,seize the initiative of economic development,the result is: not only increase the stability of self-interests,but also increase the risk in the process of governance.The disequilibrium governance phenomenon has correlation with “ property rights concentrate upwards and authority sinking constantly" in Chinese current administrative system.Due to poor autonomy of local finance,its operation mainly depends on the superior's transfer payments to maintain,while superior government raises economic development index without restriction,and ignore the regional economic development strength,so as to bring the county-level governance with a heavy burden.The study also discovers that: the county-region economic structure is not reasonable,economic development lacks of sustainability,and the disequilibrium development strategy leads to environment out suffering heavy burdens,in addition,labor and employment security exacerbate the unbalanced phenomenon in the county.Obviously,the transformation from disequilibrium governance to balanced governance governance,not only requires building a stable public finance system,remolding government-economy-governance three-side relationship,but the county government should enhance its governance capacity,besides promoting economic development,improve the basic public service level,and promote the transformation of county governance to a equilibrium democratic governance.
