Since the 1980s, along with the advancement of urbanization and modernization, a lot of countries begin to pay more attention to the problem of street children.In recent years, the government has introduced more policies putting forward new requirements of ideas and methods of rescuing street children. However, the traditional relief management system of street children still influences the existing relief work.Based on this background, this study regards the group of street children as research object and proposes the following research questions:What are the needs of the street children? With the existing relief service, can their needs be satisfied when they are in the salvation management station?If not,why?This study aims to answer these questions and discusses the dilemma of the relief services of street children this paper discusses the plight of street children rescue service,and then puts forward valuable reference for the relief services of street children.This study is of great policy and practice significance.This research adopts qualitative research methods, with N city rescue station as the research site,using methods of interviewing (the interview objects includes both street children and workers in the salvation management station),documentary and participant observation, the study analyzes the needs of the street children concretely, including the needs of existence, mental health, education and further development.Besides,the study analyzes the condition of specific relief serviceprovided by the salvation management station to meet relevant needs of the street children.Furthermore,the study analyzes the trouble of street children rescuing policy implementation and reasons for the trouble.The study finds three points.Firstly,the level of fulfillment of the street children’s needs remains to be promoted.In the salvation management station,the basic survival needs of the homeless children can be meet better, but their needs of mental health, education and further development remain to be promoted.Secondly,the relief service provided by the the salvation management station remains to be perfected.The basic survival services of the salvation management station are complete,but services of mental health,education and further development remain to be improved.Thirdly,The relief services of street children are confronted with the practical dilemma between service and management.There are many factors that can lead to this dilemma, including influence of the traditional concept of relief work, lack of salvation power, lack of professionals, incomplete assessment criteria and supervision mechanism, mobility and heterogeneity of street children and so on. The author summarizes all these factors as the dilemma of the policy implementation. Basing on the analysis of empirical material, the author considers that the main paths to break the dilemma are to promote diversified subjects to participate in the relief of street children, to strengthen the construction of professionals and to perfect the assessment criteria and supervision mechanism.
