Study Of Social Assistance In Street Children Salvation Management Station

With the rapid development of the social economy, population mobility speeds up heavily and the unbalances of regional economy become more and more serious.Under these circumstances, a lot of social issues come into being. The street children issue is one of them.The street children issue has become a global social problem as early as the end of the twentieth century. There are lots of people who are homeless and dressed in rags you can find everywhere in the street in China, no matter which city it is. This kind of people not only influences the image of a city, but also shows the deficiency of the Children social protection system. How to rescue this kind of children in time. What to do to help them to go back to their family and social circle before. How to build a more complete salvage mechanism troubles each government and society of every country.On the basic of theoretical and empirical studies in and out of China, different way to define the street children in and out of China was expounded at the first part of the paper.In this part, there are three theories was discussed: The social security theory, the concept of child welfare theory and social exclusion theory. Meanwhile, the writer choose a survey target of the less developed areas in northeast of China to know the street children rescue work progress and the status of the street children of this area. The chosen target named the salvation management station in Chaoyang district in Chaoyang city of Liaoning Province.According to the interviews with the staff in salvation management station and some children who are under salvage, the sources of street children and the basic situation of the station can be summarized, including the current difficulties faced in the rescue work. In the last part, this paper analyzed the reason of the difficulties faced in the rescue work and gives them some suggestions on how to accelerate the law construction of the street children social assistance and building their own relief agencies.
