Street children are an extremely problems all over the world. With the transition of economy structure, fast industrialization and also the urbanization, the number of street children in the world is getting more and more. No exception in China. Recent years, governments and social organizations in China have played a huge part in protecting street children. The paper studied and summarized the characters and reasons about this vulnerable group, mainly based on the research from relevant governments and non-governments in Tianjin. According to the different stages of saving this group, deep discussions will be from early intervention, mid-relief, to later replacement. In general, the structure of saving street children in China has been built. It has been a comprehensive, broad system which links with relief station, supports by the protection center of street children, adopts all sorts of replacement ways like "a family". Unfortunately, this system is very fragile and has many weaknesses. Firstly, because of the loss of legislation, welfare system about this group is not independent, leading to the complex of organizations, and also the blocking channel of finance; Secondly, the pattern of relief organs is too formalized, especially in the relief sites, ways, and contents. They ignore the individual characters of street children, making the center operate the closed type. Thirdly, in early intervention, communities and NGO play a less part in protecting and providing services to them, especially the NGO part; The forth, the future replacement about this group is still unsolved. GO and NGO have less support with each other in cooperation. This paper has based on the idea of welfare Pluralism and also the reasons of bring so many street children. Countries, communities and folk organizations all need to work together and be responsible for the relief of street children.
