The right to know environmental information is one of the precondition for public participation. It mainly includes what is the right, which information we should know, and how to know it.Furthermore, it is the right that social members could get access to the environmental information from the owner of it. Not only is it the reflection of the right to know in the Science of Law, but also a unique procedural right, which protects the environmental substantive right. It is the duty for the owner to provide all the environment-related information, also the owner of the right to know is entitled to ask for the provision. Thus, it may help the social members to cultivate the cognition of the right to know.The government can not be the owner of the right to know environmental information due to its administrative authority, but the corporations could be. Social members could be aware of the environmental by the terms of action and inaction. It refers to much environmental information in whether legislation or practice, but it is short of the protection to the right to know environmental information from legislation affirming or protecting, especially the default of legal designation, legal logic and right relief.According to the study on the worldwide results of the related research and the experience of legislation, I will put forward the systematic construction of our right to know environmental information, which includes empowerment and right relief. In the part of empowerment, we should get the right to know environmental information legally confirmed through the way of improving the existing laws and regulations. In the part of right relief, we should provide the first right relief for the procedural right, and the second for the substantive right.
