The Research Of Communication Of Environmental Risk Of China

Nearly 10 years,China has many horrifying momentous incidents and mass incidents of environmental pollution,the public is sensitive to the environmental risks escalating.In a certain extent,Enterprises and governments should be responsible for these events.As for the main responsibility,Polluting enterprises escape the government regulation for interests.Due to a lack of the sound system of government information disclosure and the week awareness of environmental law enforcement,The government has not supervised on firms,causing to the frequent pollution incidents.Citizens,the biggest victims of pollution incidents,did not effectively supervise on the activities of corporate pollution because of the scarcity of environmental information and the blocking of environmental supervision.Thus,environmental risk communication mechanism is not formed among the tripartite stakeholders of environmental pollution incidents for lack of disclosure of environmental information,which lead to the frequent occurrence of environmental pollution and the upgrading of environmental risk.In every aspect of environmental risk communication mechanism,the conversation among the government,enterprises and the public should be linked to the interpretation of environmental risk information,Information subject to various environmental risks of the main line-oriented form internal checks and balances,the environmental risks to achieve the ultimate goal of minimizing.Meanwhile,the communicative concept of reducing environmental risks has not been reflected in the legislation because of the legislative dispersion of environmental information disclosure and the lack of establishment of a sound environmental information disclosure system,It's relatively simple for legislation enacted by regulation objects.Western countries has created a complete system of legislation and practiced well comparing to ours,As early as the 1980 s,the US formulated and implemented the rules of "Emergency Planning and Community Right to Know Act" and "Toxic Release Inventory",thus TRI system dealing with environmental pollution incidents was formed through constant practice and improvement,which made government,enterprises and the public get together in positive interaction,to minimize the risk of environmental pollution incidents.All of this provides a reference for the formation and optimization of environmental risk communication mechanism.It's core issues for this paper to how to achieve the goal of communication among the government,enterprises and the publiceffectively and the purpose of minimizing the risk to maximum extent.This article aims to make an analysis about the current legislation and implementation status on corporate environmental information disclosure,identifying obstacles to the process of risk communication barriers and providing relevant recommendations of reducing environmental risks in China from the United States TRI System.
