The Mechanism Research Of The Public Participation In Environmental Decision-makeing

Since the industrial revolution,driven by seeking economic growth,human beings have made an unprecedented development and use of the natural environment,but at the same time,it also caused serious environmental problems.The public participation in environmental decision-making can improve democratic and scientific of the environment decision-making,which is beneficial to environmental protection and governance.Therefore,it is very urgent to establish and improve the mechanism of public participation in environmental decision-making.In this paper,the author applies the data analysis method,inductive method and comparative analysis method.First,this paper clarifies and defines the basic concepts of environmental decision making and public participation.Secondly,in this context,the public participation mechanism of environmental decision-making in the United States and Japan is analyzed,and the experience and lessons in the construction of public participation mechanism of environmental decision-making in developed countries are summarized through comparison and analysis.Again,the paper analyses the current situation of the public participation mechanism in China's environmental decision-making,including the current public participation mechanism and existing problems in China's environmental decision-making.Finally,according to the present situation of the mechanism of public participation mechanism of public participation in the construction of the experience of developed countries in environmental decision-making and China's environmental decision-making,from the political,cultural,legal,administrative,judicial and social perspectives,the paper explores how to consummate the mechanism of public participation in China's environmental decision-making in the line.To improve the mechanism of public participation in environmental decision-making in our country,in terms of political culture,political thought of the whole society should be changed;in the aspect of law,the legal system of public participation in environmental decision-making should be established;in the administrative aspect,the environmental administrative decision-making participation system should be established and perfected;in the administration of justice,environmental decision the judicial litigation system should be built and improved.In terms of the society,social participation in environmental decision-making system should be found consummated.Environmental problems and economic development are equally significant,and public participation in environmental decision-making is one of the effective ways to tackle environmental problems.However,the current research on the mechanism of public participation in environmental decision making in China is not a system,through the research of this paper,the author hopes to improve China's environmental public participation in decision-making mechanism and to put forward some practical countermeasures and suggestions,with a contribution to China's environmental protection and environmental governance.
