To organize reemployment is an important means to promote full and quality employment of Veterans. In recent years, the government has provided a lot of policy and funding support for Veterans’ reemployment training, which effectively promoted the development of the training work. However, as a result of putting too much emphasis on local behaviors and ignoring supervising the implementation with the legal norms during the actual work, funding and teacher support are impacted greatly by subjective factors and the local policies are significantly different. How to scientifically, reasonably and effectively promote the implementation of reemployment training is an important issue of governments and country which needs to be solved urgently at present.This study discusses how to dissolve the contradiction based on the unsynchronization of three party--the government, training institutions and employment market demand, and the fact that it is difficult to implement reemployment training policy and so on. First, this paper sums up the implementation of Veterans’ reemployment training in YanCheng City in recent years on the basis of reviewing national and provincial reemployment training regulations. After conducting a empirical investigation on related training institutions and part of active duty and Veterans, it makes a practical analysis on the problems existing in the implementation of Veterans’ reemployment training in YanCheng City from the aspects of Supporting system, the relevant security, organization methods and so on and analyze the reasons from four aspects—policies and measures, training mode, government guidance, employment prospects, using domestic and foreign scholars research results and lessons learned throughout the implementation of local training for reference and using empirical analysis, comparative research and other methods. Finally, on the basis of the analysis of the problems and reasons, use relevant theories and build a practice approach to promote the implementation of reemployment training. From the level of laws and regulations, it points out that the supporting laws and regulations should be continuously improved, funding security should be intensified, social training resources should be integrated and the supervision of the implementation of training and so on should be strengthened to strengthen the administrative intervention of the government; From the individual level of Veterans, it points out that fully considering Veterans’ own condition and distinguishing different ages, knowledge structure, and so on, carrying out reemployment training according to majors and stages are needed to improve the effectiveness of organizing reemployment training; From the level of employment market demand, it points out that the practical needs of the employment market must be focused on and scientific training courses should be opened based on the existing conditions to promote the reemployment training work in an orderly manner; Fron the level of human resources development, it points out that reemployment training should be individualized, scientifically deployed, the individual and the reality and the need of the market and the government should be focused on, and a good plan of education management and training should be made to make Veterans better adapt to the environment and integrate into society.In summary, this study will look to the group of Veterans, combine theory and practice with qualitative and quantitative analysis, explore the methods to promote the implementation of re-employment training, and make an innovation research particularly on the regulatory system, human resources development and other aspects and expect to provide a new practical reference for promoting the implementation of reemployment training.
