The Study Of Improving The Farmers’ Cultural Quality Under The Background Of Building A Moderately Prosperous Society

Farmer, agriculture and rural problems are the very important questions in Chinese economic and social development, The improving of farmers’quality has a great significance to Chinese social development, which affects and decides the smooth realization of the 13 th Five-Year Plan.Chinese rural agricultural production and land contracting system are facing the transformation and upgrading, because a large number of farmers is working in urban with the completion of moderately prosperous society in the transformation and upgrading of industrial structure, and urbanization process accelerated. The government needs to reform continuously to adapt to the objective requirement of the agricultural development according the actual situation of social development. The main task of the rural reform is to accelerate the construction of new agriculture production and management system on the basis of the latest "deepening rural reform comprehensive implementation plan". New agricultural production and management system is to develop the family farms, agricultural cooperatives and agricultural industrialization, so as to stimulate the energy of agricultural production and to guarantee food security. We must develop the new professional farmers to meet the requirements of agricultural development under the new situation. At the same time, a moderately prosperous society in an all-round way is the unification of the "five one", not as much as in the past only attach importance to improve the farmer’s culture quality in order to realize their all-round development and have culture matched with wealthy.In the eighteenth National Congress of the Communist Party of China clearly put forward to improve the culture civilization of citizen obviously in the process of building a moderately prosperous society. The writer proposed that the farmer’s cultural quality should be systematized, organized and institutionalized with the background of building a moderately prosperous society in an all-round way for the new requirement of farmers. The main goals to generally establish" peasant continuing education school" to improve farmer’s talents mechanism. Specifically, the structure of this paper consists of six parts. The first part mainly analyzed the background of this research topic, research significance and summarized the existing relevant research results. Meanwhile, the research ideas, research methods and research innovations were explained, which laid the foundation for the next step of research. The second part of the key concepts involved in the study were defined and discussed the theoretical basis of research topics. The third part focused on the completion of a moderately prosperous society new demands, put forward the cultural quality of farmers. The fourth part pointed out the current problems of farmers and analyzed the causes of these problems formation. The fifth part talked about that the improvement of peasant cultural quality should include the following six parts. The sixth parts presented the author’s thought on improving farmers’cultural quality.
