The Situation And Existed Problem Of Petition And Countermeasures By Using Of Analysis In F Town Of Chongqing

The significance of petition work is to provide platform for the party and the government to know more about people’s livelihood, and listen to the public opinions, so that they can solve the difficulties of people at grassroots in the production and daily life, then instruct and lead people to focus their energy on the national economic, political and cultural construction. In recent years, the basic-level petition represented by township petition has exposed many problems which can never be ignored. It has resulted in the instability of basic-level political authorities, and departed from the policy that the state organs should follow the mass line. More attention from all sides and hard work is required to reduce and prevent the problem happening. The author sets the F town in Chongqing as the object of study, by using comprehensive methods of theoretical analysis and field survey, discusses the current situation of the petition work in F town, existing problems, and the courses of these problems. At last the author proposes the solution and measurement after deep analysis.This article starts the research from the petition work in social public management system, and selects some petition problems in basic-level countryside as the focus. Through the comparison between the developing statuses at home and abroad, the core concept and basic theory involved has been selected to be used in the research on the current development of petition work in F town of Chongqing.At last the article provides effective solutions to the existing problems in F town’s petition work based on the public management theories. Contents include:1. study on the current situation and characteristic of grassroots petition in F town of Chongqing.2. conclusion that the problems in grassroots petition are mainly in four aspects, petition governance, working mechanism, basic authorities, and the masses in the petition. It uses typical cases to deeply analyze the course of these four problems.3. Specific countermeasures based on solutions to above problems:enhance the transition of the governance concept of grassroots petition; establish and perfect the petition work mechanism so as to improve working efficiency; strengthen the petition responding ability of the basic authorities and pay more attention to the education of petition masses.
