Research On The Gongxian County Grass-Roots Party Construction Information System Planning

With the help of network information technology, it would become a brand-new pattern of the grass-roots party construction work in the era of information network to achieve the development, extension, and innovation in the aspects of the traditional party building work, information dissemination, and work areas, so as to promote the informatization of the grass-roots party construction work as well as the efficiency of the work of grass-roots party organizations, to strengthen and improve the grass-roots party organization construction and the education of the Party members, and to maintain the energetic and rigorous condition of the party organizations. It is the demand of the era, the innovation initiative, and the vigor source to promote the infromatization of the grass-roots party construction work under the new circumstances. It is of great importance to improve the democratic and scientific level of the grass-roots party construction work, strengthen the ability of administration of the party organization at the basic level, and maintain the advancement of the Party.Firstly, this paper proposes the concept of informatization and grass-roots party construction informatization by comparing the application of the information-based measures, the development methods of the information systems, and the selecting schemes in China and other countries, which lays a theoretical foundation for the informatization of the grass-roots party construction work.Secondly, based on the full analysis of the main task of the grass-roots party construction work, this paper puts up with an in-depth analysis of needs of information and technology platform building for the grass-roots party construction. It divides the grass-roots party construction work into several major patterns including the basic-level organization construction of the party, service for the Party members, cadre work, talent management, basic service-type party organization construction, etc.Finally, this paper explores the planning and implementation of grass-roots party building information system by taking the grass-roots party building work in Gongxian County as an example. It clarifies the system construction work pattern as the outsourcing. Moreover, it makes a detailed analysis and design of five major platforms including the portal platform, the party member education platform, the online interactive platform, the "four pass" party service management platform, and the limited platform.This paper aims to provide the reference for the party construction work at all levels by researching the infromatization construction of the Gongxian County grass-roots party construction as an example, so as to accelerate the speed of the informatization of the grass-roots party construction work and improve the informational and scientific level of the grass-roots party construction work.
