The Study Of The Government And Commonweal Organization Cooperation In Disabled Service System Construction

Since the 1980s, problems including market failure and government failure have been exacerbating day by day. In order to address the situation, governments at all levels adopted the social management model of ’small government, large society’, which makes full use of social organizations’ advantages in providing social management and a public service. And achievements have been made by doing so. In 2010, China Disabled Persons Federation issued the document ’Guidelines on Accelerating the development of a social security system and a service system for people with disabilities’. The documents explicitly announced that Social Organization, enterprises and private capital are encouraged to involve in public services for disabled persons. Therefore, as an important supplementary of the China Disabled Persons’ Federation, Commonweal Organization for the Disabled grows rapidly and developed into an independent social force. The Commonweal Organization for the Disabled worked as an irreplaceable force in improving the living situation of disabled persons and promoting disabled persons’ equal right to join and make contribution to the society.Based on Chinese government’s major effect in the building of the service system for people with disabilities, and researches on the nowadays problems, the article will introduce Commonweal Organization for the Disabled, which is an important force. Meanwhile, the problems occurring in the cooperation between Commonweal Organization for the Disabled and Chinese governments are also analyzed On the pretext of UK’s experience of the building of service system for people with disabilities, the article makes the following conclusions:First, the precondition of the cooperation between governments and Commonweal Organization for the Disabled is that both of the two side should have a scientifically right awareness of their own roles. Government is the builder of legal system, forerunner of system reform, propagandist of commonwealth ideas and the breeder of commonwealth organizations. And commonwealth organizations are the collectors of capital, parties of policy making and agents of projects for social services for disabled persons.Second, in order to support the cooperation between government and Commonweal Organization for the Disabled, we must reinforce the process of legislation of social policy system on disability, the legality of Commonweal Organization for the Disabled and the ethic basis since the ancient time.Third, there are three paths by which governments can cooperate with Commonweal Organization for the Disabled. The first one is that government’s support in providing funds, including government purchase services and steady social donation mechanism funded by government. The second is blameless oversight mechanisms and dialogue mechanisms between government and commonweal organizations, especially the one addressing the transformation of government functions of Disabled Persons’Federation. The last one is to reinforce the team of professional managers, including the building of the long term mechanism of public training and public higher education system.
