Study On Equalization Level Measurement Of Basic Public Service For People With Disabilities

Basic public service is the cornerstone which has features to protect basic livelihood of people, promote development of people and maintain social stability. As people with disabilities are important part of humanity, that they having access to basic public services is not only the needs of development of individuals and society, but also the reflection of equality about rights. On the one hand, studies about basic public services for persons with disabilities are respect for the rights of persons with disabilities. On the other hand, studies are also the strong support to promote the development of basic public services, to promote the overall development of people with disabilities. Basic public service for people with disabilities is an important part of the national basic public service system. Currently, theoretical researches about services for people with disabilities are abundant, but practical evaluation researches are less.Based on the situation that evaluation researches are less, and under the support of the three theories, this paper reviewed concepts, situation, perspectives and methods related to the disabled and service and found that there is certain theoretical and practical significance to evaluate basic public services for people with disabilities in China by constructing equalization index system of basic public service for the disabled. This paper mainly selected statistics of service for the disabled in 2013 of thirty one provinces in China, mainly selected correlation analysis method, expert advice method, AHP method and TOPSIS method. By using SPSS and EXCEL, this paper completed the construction of evaluation index system and analyzing the level of service. From the process of analyzing, some inclusions can be drawn as below. Basic public services of persons with disabilities are not equal in China and the overall level of service is low. The overall service and sub-services of people with disabilities between different areas are not equal, sub-services of basic public services in different areas are not balanced. Then, this paper draws some problems of basic public services for people with disabilities:importance of basic public service for people with disabilities is not high; position of demands for people with disabilities are not clear; investment mechanism of service is incomplete; evaluation system is not complete. Therefore, in order to improve service level and achieve equalization, the paper tried to put forward some corresponding countermeasures or suggestions from four parts of idea, supplement, demands and equalization. This paper hopes that this study can be helpful to improve the level and to achieve equalization of basic public services for people with disabilities.
