Non-governmental Organizations And Government In The Elderly Disabled Home Endowment Service Supply Cooperation Method Research

Along with the population aging problem aggravating, the services provided by traditional family pension system and pension agency can hardly meet the demands of the elderly, especially the pension needs of older persons with disabilities, but home care services can not only take full advantage of social resources, but also made the elderly enjoy the endowment services, without stepping out. In this case, aging in community which combines with the advantages of above two modes of care for the aged will become the main means for Chinese elderly in the future (the mode of living in family will become the main option for Chinese elderly in the future). Home care services rely solely on the Government is unrealistic, and the efficiency cannot be improved. Rely entirely on non-governmental organizations without the support of Government also is difficult to realize. So research on the cooperation of government and civil society organizations in the supply of home care service is essential for the development of home care services. In this paper, the research will be made mainly from the four parts:1. Through the research on the related theory of endowment services, we can make these as the theoretical basis of paper.2. With analysis experience of the Ningbo and Shanghai, as well as the research on Xi’an Lianhu area, then, we can find out the influence factors of the cooperation between government and NGO.3. Research on the practice experience of different countries and regions, so as to improving the cooperation relationships between our NGO and the government.4. Discussed the importance and necessity of cooperation with NGO and the government in the endowment service for disabled person, meanwhile, this paper analyzed their role and principle in the cooperation relationships, so as to regulating the cooperation relationship.
