Rationality And Regulatory Study Of China’s Private Car In Tailored Taxi Service

With the development of the Internet Plus trend, tailored taxi service enters people’s daily life. After three years’innovation and upgrade, nowadays tailored taxi service platforms are becoming more mature. However, while providing greatconvenience for people’s daily travelling, private car owner operating tailored taxi service also brought about a series of problems as a new mode. It triggered heated debates from different social sectors and also left many administrative difficulties for concerned departments to solve. With the draft of the Provisional Measures for Management of Online Ordered Tailored Taxi Service, Chinese government officially started to govern tailored taxis and their service platforms with laws and regulations, which also marked the start of a compliance mode of tailored taxi service. A major reform in transport industry is ready to start.This dissertation is organized as followed.The first section is the introduction. It briefs the development process of tailored taxi service as an emerging industry in China and points out its actual problems and paves the way for the following sections.The second section generates tailored taxi service with definition, operation mode and management system.The third section analyses the rationality of tailored taxi service in China. After a description of the emergence and development of tailored taxi service, detailed analysis is conducted in the perspectives of empirical demand and economic of share.The fourth section analyses the regulation system of tailored taxi service in overseas markets. By taking Uber as an example, it discusses the development of tailored taxi service, regulation system and policy direction in foreign markets and makes a conclusion.The fifth section structures regulation system of tailored taxi service in China. This section first introduces the status quo of Chinese regulation system and then analyses the reality and future direction for relevant laws and regulations. Theauthors then elaborate their proposed regulation measures and entrance mechanism from three different perspectives. The last part of this section is about establishing insurance mechanism for tailored taxi service, which is the most important part.The sixth section is conclusion which summaries the future directions of the regulation of tailored taxi service.
