Study On The Mode Of The Government Regulation Of The Online Taxi-hailing Service

In recent years,with the background of promoting “Internet +” and sharing economic,new professions such as online taxi-hailing service have sprung up one after another,bringing the brand-new service experience for the general public.As the initial problems and contradictions of its growth are becoming more and more obvious,the research on the regulation policy of the the online taxi-hailing service is on the agenda.Currently,with the deepening of the process of reform of Streamline Administration,Delegate Power,Strengthen Regulation and Improve Service,it contributes to encouraging people to start their own businesses and make innovation.At the same time,it also facilitates the reform and transformation of government on political and economic system.Under the new situation,it is imperative to innovate the reform of government regulation of the online taxi-hailing service.In this paper,firstly,the relevant literature about the sharing economy,the government regulation and the online taxi-hailing service are involved.The core concepts of the paper are defined and the related theories are reviewed.Secondly,the necessity of the government regulation of the online taxi-hailing service is explained within two aspects of the macro environment and the stakeholders.The current situation and problems of the regulation of the online car-hailing and the importance of the changing of government regulation are analyzed,based on the Sharing economy theory,the theory of government regulation.Thirdly,the objectives and principles of the construction of government supervision of the online taxi-hailing service are proposed.The regulation subject,legal system,technological tools,executive mode,assessment criterion are put forward as the key component of the mode of government supervision,based on the Incentive theory of Regulation,the theory of Incrementalist Policy-Making,polycentric governance theory.Then,according to the formation and development of complex adaptive system,the concrete implementation path of constructing mode of the government regulatory is proposed from the four-stage of self-organization,self-adaptation,self-coordination and dynamic equilibrium upgrade.Finally,from four aspects of government incentive guidance mechanism,market collaborative constraint mechanism,industry self-management mechanism,social joint participation mechanism,the implementation strategy of operating regulatory mode is proposed.Based on sharing economy and reform,the specific regulation issue of online taxi-hailingservice is taken as an example,trying to be specific to general,to explore new modes of government regulation and to provide some reference and advice for the government’s future regulatory decision-making and implementation.
