As an integrated functional department of the government in charge of market supervision and administrative enforcement,its function display affects the level of the whole functions of the government.Basic-level Industry and Business Organization,represented by Yuetang District,is an important part of business sector that is directly linked to market entity,its performance of function-fulfilled has a direct impact on the implement in place of industrial and commercial administration management functions.Since the 18 th CPC National Congress has clearly defined the major strategic plan for deepening reform,in recent years,the industrial and commercial departments have undergone major reforms such as the transfer of food safety supervision functions,the reform of commercial registration system and the management system from the provincial vertical management to local hierarchical management.The challenges and opportunities of reform coexist.The healthy development of the market economy can neither be separated from the effective supervision of the administrative law enforcement departments,nor be away from the effective supervision of market security in circulation.Now,county-level industrial and commercial departments are encountering some unprecedented challenges in transformation reform.On the one hand,the original working mechanism is not perfect,the staff structure is not reasonable,and the law enforcement authority is greatly reduced;on the other hand,they also have to adapt to the various measures of reform actively.Based on the background of this era,combined with my work experience in Yuetang District,this paper will firstly sort out the development of industrial and commercial administration since it is organized.Then,by using related theory of public management,from the point of view of promoting the Market regulatory functions in place,this paper will also analyze the deep causes of functional performance and existing problems.Although commercial administrative department of urban area has its historical problems such as personnel,mechanism,management method,and the impact of the external environment,with the issues of the new round of reform,the most urgent problem is that all kinds of accidents happen just for the lacking of market supervision function.There are both the uncertain to the future,and the menace from the rear.In such an internal and external environment,it is an extremely urgency for the urban industry and commerce departments to remove the old ideas and pursuit new ones and to break the supervision problems.Then,this paper mainly focuses on putting forward solutions on how to optimize the market supervision of industry and commerce administration in Yuetang District.It includes the following four aspects: strengthening the implement of functions by clarifying the main responsibility of business owners;improving the working mechanism by changing the concept of supervision;promoting work efficiency by reinforcing the team building;and creating a good atmosphere by optimizing working environment.What the paper has finally concluded is that the market regulation can only be strengthened,not be weakened,can only be more professional,not be hodgepodge.Only fulfill the "tangible hands" of the government,can the entire market economy be ensured to develop healthily and in good order.
