Study On Problems And Countermeasures Of The Communist Youth League Of Longgang District,Shenzhen Participating In Social Governance

At present, the "four comprehensive" strategic, make all the current and future work tasks and requirements more clear, especially the social governance task is arduous. In order to promote the peoplelive and work in peace, consolidate the foundation of economic and social development, our country have to strengthen social governance imminently. The mode of community organizations, social organizations and citizens joining in society governances, has making increasing efforts.In recent years, Shenzhen Longgang Communist Youth League, as an advanced and mass-based organization, it strengthens the youth league committee building at community level and promotes community-based volunteer service, laying a solid foundation of social governance involvement. The League are involved in undertaking various social activities including implementing youth affairs program, “ youth strong foundation ” project, and youth community correction, safeguarding the rights and interests of young people, caring for migrant workers’ children. Moreover, the league actively foster youth social organizations and carry out youth social service project operation, which promote multiple participation of the governance subject. The League create a new model for prevention and treatment and innovate the form of social governance through such activities as security knowledge propaganda, volunteer peace-keeping riding and volunteer-police-bank-stuff anti-fraud.However, in the process of social governance involvement, given mainly to the youth group diversity and executive order limitation, some problems arise like unsound organizational construction, single participation channel and mode, poor member quality.In light of relevant public management theories and mature experience and taking the existing problems into account, we propose five measures to further promote the Longgang Communist Youth League to participate in social governance, i.e., broadening the coverage of grassroots organizations, establishing youth guide system, promoting the construction of pivot organization, safeguarding the legitimate rights and interests of the youth and enhancing the overall quality of league members.
