With the affinities of the Communist Party of China (CPC), the Chinese Communist Youth League (CCYL) has an important and special status in politics. The CCYL has become an indispensably force which has been built up to protect the young people's rights and interests.Communities are the cells of urban construction and management. The development of the communities makes the CCYL organizations in communities face unprecedented challenges and also opportunities. The development of the young is part of social governece in community, as the youth is the future of the whole country and also the hope of our nation.There are three main CCYL organizations in Chinese communities:CCYL in the education system, CCYL in the enterprises, and CCYL in community. In the transformation period of our society, many big changes have happened. One of these changes is units system collapsing. The problems of the youth cannot only rely on CCYL in unite or government administration in a single solution any more, but also involve the "governance"of all social and public institutions.Communities are getting to become the center of young people's daily life, work and relax, instead of units system. So how to protect the interests of the youth in communities becomes a brand new problem for the CCYL in communities. The CCYL organizations are trying to transform the governance mode of organizations' manner of working.By questionnaire survey and face-to-face interview, this article analyzes a community CCYL organization about how to change their governance mode of supervising the free and at leisure young people in their community. With this analyses and in the application of governance theories, the CCYL in this community proposed solutions to the problems of managing the free and at leisure young people in their community. This analysis will be significative to the transformation of Chinese social public organizations.
