Study On The Construction Of The Communist Party’s Ruling Ability In Vietnam Since The Reform And Opening Up

Under the condition of political parties, building the governing capacity of the ruling party has great significance. The strength of the ruling party’s governing capacity directly affects the stability of the country and the development of the society. Moreover, affect the ruling party’s ruling status ultimately. In simple terms, the governing capacity refers to the ability and efficiency of the ruling party to achieve the ultimate goal of governing the country through the comprehensive use of various means in the process of mastering the state power. The content of governing capacity building can be summarized as three aspects: theory innovation ability, organization mobilization ability and situation judgment ability from the perspective of political science. During the thirty years of reform and opening up, the Vietnamese Communist Party continue to strengthen the construction of the governing capacity, leading the construction of socialist in Vietnam has achieved remarkable outcomes. The country has taken on a new look.From 1986 to the present, the Communist Party of Vietnam attaches great attention to the construction of the theoretical research of governing capacity. Mainly includes the basic principles of the construction of the ruling ability and the theoretical basis of the construction of governing capacity. The basic principles of the construction of the Communist Party of Vietnam’s ruling ability is to adhere to the leadership of the Communist Party, adhere to and develop the guiding ideology, adhere to the combination of theory and practice, adhere to the people oriented. At the same time, adhere to the above four basic principles. In the process of reform and opening up, the theory of thought has enriched and developed continuously, guiding the construction of the Communist Party of Vietnam’s ruling ability further.During the thirty years of reform and opening up, the practice of the construction of the governing capacity of the Communist Party of Vietnam has been embodied in the continuous improvement of theoretical innovation ability, organizational mobilization ability and situation judgment ability. Under the leadership of the Communist Party of Vietnam, the whole society has been innovating the political thought, and economic theory constantly to meet the requirements of the development; strengthening the education and management of Party members; continuously improving the party’s cohesion and attraction in the aspect of organization construction; judging the international and domestic situation scientifically; making correct economic policies to promote economic development; adjusting foreign policy timely to create a good external environment for Vietnam; what’s more, to ensure the independence of the country.Since the reform and opening up of the Communist Party of Vietnam, the ruling ability construction has been constantly explored in practice. It has formed a more perfect mechanism and system on the basis of a deep understanding of the connotation of the governing capacity building. By improving their own theoretical innovation ability, organizational mobilization capacity and the ability to judge the situation constantly,they has achieved remarkable results to ensure the stable of the Communist Party of Vietnam’s ruling status, and to achieve the comprehensive development of Vietnam’s economic and social.
