A Study On The Organizational Construction Of Communist Party Of Vietnam Since The Innovation And Opening Up

China and Vietnam are not only friendly neighbors linked by rivers and mountains but also socialist countries governed by the Communist Party. Under the similar historical background and opening process, both Communist Party of Vietnam and China increasingly pay attention to the own construction of the ruling party and constantly communicate and imitate with each other in the process of development. Vietnam has realized the transformation from the planned economy to socialist market economic system, the constantly change from poor underdeveloped agricultural society to advanced modern industrialized countries since the renovation and opening up. Rapid economic growth also brings all sorts of problems inevitably which cannot be ignored. Self-construction problems of communist party of Vietnam are particularly serious, failure to separate the Party work from the government work, lack of democracy within the Party, regardless of party and government, loss of inner-party democracy, and weakness and slackness of grass-roots organizations have rocked the party’s ruling foundation. Facing the increasingly serious situation, communist party of Vietnam, as the leading cores of socialist, emphasized to improve the party’s own construction, to strengthen the party’s fighting capacity and to create a real party "serving the people" on the "sixth congress". In the past thirty years since the renovation and opening up, the communist party of Vietnam has made achievement to the attention of the world in the aspect of ruling party construction, especially its own organization construction which has much more remarkable achievements. By studying the problems and countermeasures in the process of organization construction practice of the communist party of Vietnam since the innovation and opening up, summing-up the experience and lessons which has a positive role for the ruling party construction of socialist country. It also has a positive significance to deepen the understanding of Marxism ruling party construction its own laws.This paper is divided into four parts, the first part is to discuss the theoretical origins of Marxist proletarian party’s self-construction. It elaborates the proletarian party construction ideology of Marxist classical writers represented by Marx, Engels, and Lenin, and also takes Ho Chi Minh’s study on ideological and theoretical party construction, whose representative is Vietnam localization of Marxism, as a starting point, to provide reasonable theoretical basis for further analysis of the study on Vietnamese Communist Party organization construction since the renovation and opening up. The second part is to introduce the background and development stage process that Communist Party of Vietnam carries out organization construction since the renovation and opening up. The third part is to analyze and study practice of Communist Party of Vietnam organization construction since the renovation and opening up from the four aspects of relation between the party and the government, leadership system within the party, democracy and consultation system within the party, and grassroots party organizations construction separately. The fourth part is to evaluate basic experience and problems faced in practice of Communist Party of Vietnam since the renovation and opening up, combining the above discussion, and put forward specific reference proposals on construction of ruling party in China from four aspects, to strive to make some useful contributions to further improve our ruling party construction.
