Research On Academic Committee System Of Colleges And Universities

The 18th National Congress of the Communist Party of China has made the goals of promoting the management of the country and school by law as well as the construction of modern university system. The Ministry of Education issued The Regulations of Academic Committee of Colleges and Universities to comply with the national education reform in 2014. It requires colleges and universities to set up academic committee in accordance with the law, which is the highest academic institution in campus. The institution has academic affairs management power and its legal status is established. Scholars begin to focus on De-administration and how to enhance the professor academic power. But due to the impact of China’s special cultural and historical background, there are many problems in the university. Academic power and administrative power can’t be balanced. We can clearly recognize that the construction of the academic committee system and the improvement of the governance structure of the university and the university academic spirit of heritage have become the focus of reform and transformation of the university.The research is based on academic committee system theory and text analysis of the articles of association of the academic committee. It aims to find some problems existing in the present academic management in colleges and universities of our country, and puts forward some suggestions for.This thesis is divided into six chapters. The first chapter is the introduction, and it mainly discusses the research background of this article and does a good job of literature review. The second chapter is the part of basic theory. First it discusses the basic concept and connotation of academic committee and the system of Academic Committee. Secondly, it explains the academic committee system has multiple meanings, such as the guarantee of academic autonomy, the promotion of administrative and academic separation, and the construction of the system of university governance structure. The third chapter begins with the history of the academic committee system in our country. Then through text analysis of the sample of 30 universities Academic Committee Charter, it summarizes some problems existing in the current university academic management and operation, including that articles are too simple and operability is not strong and academic committee of the administrative power is lack of effective supervision. Chapter four introduces the American and German Academic Council system, and through the analysis of two well-known universities, it summarizes the experience that can be used for reference. The fifth chapter introduces basic rights theory, the theory of law in university and power balance theory, and puts forward some suggestions. It includes establishment of the articles of association of the University, reasonable decentralization sound management system, optimization of committee selection, such as voting rules and academic disputes arbitration and other related work system. The last chapter is the summary of the full text.
