Today, the government performance management is the focus of the global public management, and the civil servants performance appraisal is also an important part of the government performance management. Because civil servants execute various governmental regulations and administrative actions, the performance and efficiency of civil servants determine the performance and efficiency of governments. The civil servants'performance appraisal is not only the main channel to improve the performance and efficiency of civil servants, but also is an important approach to select and train excellent public administration talents. With the incessant perfection of China's civil servants system, performance appraisal on our government employees also known as the backbone of our system, has gradually come onto a legal track. However, there are still many problems in current civil servants performance appraisal in our country.Villages and towns'government civil servants are the most grass-roots part of our civil servants system. Most of the villages and towns'civil servants'work is directly facing the farmers who take the largest proportion of China's population, and servicing to the agricultural economy that is the foundation of China's economic. As the main part of implementing the villages and towns'political power, the level of their implementation is directly related to the stability of the grass-roots political power and the implementing of the government's objectives. And the villages and towns'civil servants'performance appraisal is the key link to promote their level of implementation.At present, China has entered the crucial period of building a new socialist countryside, villages and towns'civil servants'performance appraisal that can upgrade the level of performance of village and town government become a key to build a new socialist countryside. Therefore, this research chooses the content of the villages and town's civil servants'performance appraisal has practical significance both in performance management theory and social development.This research takes the town of YM for empirical Investigation, it finds out the status quo and the problems of the villages and towns'civil servants'performance appraisal, and puts forward some countermeasures to improve the villages and towns'civil servants'performance appraisal system. This research uses management science, statistics,economics and adopts literature analysis and the questionnaire survey to analyze villages and towns'civil servants'performance appraisal. There are three main parts:In the first part, the research introduces the concept of civil servant, civil servants'performance and civil servants'performance appraisal. Then it analyzes the principles, functions and methods of the civil servants'performance appraisal. It also analyzes the civil servants'performance appraisal system development in Britain, the United States, Japan, Singapore and China.In the second part, this research takes the town of YM for empirical investigation. It finds some problems of the villages and towns'performance appraisal through the data analysis of the index of performance appraisal, the subject and category of performance appraisal, and the influence of performance appraisal result.In the third part, this research puts forward some countermeasures to improve the villages and towns'civil servants'performance appraisal system. The key is to establish a highly effective incentive mechanism of the villages and towns'civil servants'performance appraisal system. It is composed of establishing the correct concept of performance appraisal, perfecting the performance appraisal index system, paying attention to the diversified subject of performance appraisal, assessing feedback communication system, using performance appraisal result and strengthening incentive mechanism.
