The South China Sea Issue is a complex and comprehensive problems. Recent Chinese Artificial islands" produce on the reef of the Nansha islands is from neighboring countries and the international dispute.making the issue to upgrade.Through a separate analysis focus on sea reclamation on reefs.then contact with entire issue.through this way trying to seek the solution.Used method is to discuss legal basis and legal effect by the terms and facts,then to analysis sea reclamation and refer to the classic cases.The result show that whatever Chinese action is legal and the accusations from other countries are no basis.Based on the theory of accession of international law and international law of the sea, Chinese reclamation increase the territory.But according to the UN Convention on the Law of the Sea which is not to interfere in sovereign.the maritime rights and interests can not increase by artificial islands.that also means the high seas are protected from unnatural islands.As the unclear defined in the convention.reefs reclamation couldn’t change the nature of the island and delimitation of sea area.To be precise.reefs reclamation is different from artificial islands.because of its value of national sovereignty or historic interest.Anyhow China needs to strengthen the legal basis of reefs for saving from troubles.Reefs reclamation just is a way to maintain and consolidate the sovereignty.but not a better choice to expand in the South China Sea.
