It includes the "temporary newspaper law" being published and phased out during the period of the Nanjing Provisional Government and publication of "provisional constitution" that confirms the form of the fundamental law of the state promulgated the principle of freedom of speech first time, and the news laws and regulations system formation process based on the constitution, criminal law, civil law, with special press law as the core, assisted military regulations, president order in the period of Yuan Shikai government.I analyst the text of news laws and regulations from 1912 to 1916 year in the third chapter. Combining parts of the law at the time of the establishment of legislative debate.
