Research On Relief Legal System For The Disabled And The Old During The Ming And Qing Dynasties

This paper mainly studies the official relief about the aged widows and widowers or adopt the disabled in Ming and qing dynasties. Social relief, also is called social assistance, it belongs to the lowest level of social security. The "relief" is the existing word in our country ancient times, understanding the concept of social security in the western world, modern scholars changed the word "relief" mean for "boon,kindness" to "rescue", which meaning is the concept of social welfare. Officials also recognized the change in our country. [1] "rescue" is not used in this article, and still continue to use Chinese word "relief", because the author thinks that the vocabulary relief more "boon" in ancient China.This article is divided into four parts altogether. The first part mainly introduc in this paper the research significance, research status, research ideas. The second part were summarized the social relief system in ancient from the two aspects.First is the ancient source of relief, second is about the system arrangement of social relief before the Ming and qing dynasties. The third part introduces old disabled social relief system,mainly the official relief, from statutes, adoption agencies described the official relief during the Ming and qing dynasties. The fourth part has written during the Ming and qing dynasties folk relief agencies have sprung up, this also is the Ming and qing dynasties that are different from other dynasties, unique to the civil relief agencies play an important role in the social relief. The fifth part is a reflection of the law system of social relief in the Ming and qing dynasties, the Ming and qing dynasties are analyzed both relief legal system development, also for today’s social relief system.
