Rural governance is a governance mode based on State-society, under the guidance of the party and the township government, rural organizations and villagers manage the village public affairs for realizing rural public interest. This means that the rural governance is the common behavior of the rural party and government organs, the village committee, the non-governmental organizations, the rural enterprises and the villagers. Among them, the rural party and government organs, the village committee, civil society organizations, rural enterprises and other organizations and groups constitute the main body of the rural governance, while the majority of the villagers, including rural elites and ordinary villagers, are important participants in the rural governance. The villagers, growing and living in the countryside, are important part of the rural areas, if the majority of the villagers don’t participate in rural governance, which will be difficult to effectively carry out.Villagers participate in rural governance from democratic election, democratic decision-making, democratic management, democratic supervision and expressing interests of the demands, and play their roles in village governance through interacting with the body of rural governance, the villagers internal cooperation, the individual contact of rural elite,etc. It is conducive to improving the efficiency of rural governance by Villagers’ participation. Villagers safeguard their legitimate rights and interests by expressing interest demands. The participation of the villagers can also effectively prevent the phenomenon of corruption in rural governance, so that to promote the development of grassroots democracy. In addition, the villagers participate in village governance, constantly accept political information and political culture, so that the overall level of the village’s political and social level to be improved.Chinese rural areas are regional and different, the overall performance is the villagers’ participation in the developed rural areas higher than the less developed rural areas, and the participation of the rural elite is higher than ordinary villagers. Different participation in village governance lead to different roles of the villagers, and there are a variety of factors to affect roles of the villagers, including economy and institution, the villagers’ consciousness of participation are not strong, their democratic ability and political literacy are low, etc. Villagers is not sufficient to play the role will bring a lot of impact, such as blocking the implementation of the system of villagers autonomy; inhibiting the formation and development of civil society; influencing relations between cadres and the masses, and the government’s credibility, and so on. So it is necessary to play the positive role of the villagers to improve the efficiency of rural governance. On the one hand, different regions of the villagers should take different ways to stimulate their roles in village governance. The developed areas mainly balance the relationship between the elites and ordinary villagers to strengthen their cooperation. The less developed areas activate the participation of the villagers through the "elite back" and proving the new "grassroots elite". On the other hand, improving and enhancing the participation of villagers from the subjective and objective aspects. Including strengthening the interaction between the villagers and the body of village governance, establishing mechanisms to cultivate the initiative of villagers, strengthening recognition of the villagers to the village collective identity, and enhancing their political quality and democratic ability.
