The Role, Problems And Countermeasures Of Network Supervision In Normalizing Power

Supervision and standardization of the exercise of power has always been the focus of the government and people. Over the years, China has accomplished great achievements on preventing alienation of power, curbing the power of rent-seeking and abuse of power for personal gains, etc, but the reality and the expectations of the public still exists a certain gap. There are several reasons for that. The invalidity and weakness of supervision outside the system is one of key reasons. The invalidity and relative lack of supervision outside the system is the result of unsmooth information channel, therefore, it’s difficult to effectively express and collect public opinions.Supervision inside and outside the system cannot mix, and thus it is difficult to play its proper role.Since the 1990 s, the network supervision has gradually become a new way for all circles of life to supervise the exercise of power. In order to adapt to and guide the way of supervision, the government has opened a number of corruption governance websites, and established systems for corruption information collection and network public opinion collection; and actively promotes the opening of government information and government affairs, and introduces the corresponding laws and regulations to create a good environment for network and safeguard their legitimate rights and interests of Internet users. At the same time, non-governmental organizations and individuals also actively involve in the power supervision by using the Internet in different forms through devices such as computers and mobiles, thus making the network gradually becomes an important carrier of the government and society to supervise power.The rapid development of network technology and the popularity of the Internet applications provide a solid material foundation for the development of network supervision. With the awakening of the citizens’ right consciousness, network supervision has stepped into the development of the fast lane. Network supervision has increasingly become the beneficial supplement of traditional supervision systemas well as an important way of citizens’ orderly public participation. Network supervision has played a positive and important role in specifying power operation,preventing and curbing official corruption, and also urging the power subject to learn to adapt to and return to service properties.However, network supervision also has its limitations which shown in the following aspects such as the lack of maturity of network supervision subject and object, the imperfection of network supervision mechanism, and lack of specification of the network supervision environment. To some extent, this weakens the government’s credibility, influences formulation and implementation of government’s policies, and also is not conducive to social harmony and stability. In order to improve the network supervision and better serve the cause of socialism, the power subject and society need to work together. The power subject need to change thoughts,strengthen self-discipline, correctly guide, reasonably open and respond to social concerns. The society needs to set up the spirit of citizenship, use the rule of law thinking, safeguard its rights reasonably, so as to promote healthy development of the society.
