The Studies On Party Building At The Basic Level Of State-owned Oil Sales Enterprises

The party’s grass-roots organizations are the Battle Fortress to unite and lead the masses to carry out the party’s theory and the line of policy, the implementation of the party’s mission.Party building work of the party is the foundation of the party to do a good job in its own construction and development. The report of the 18 th annual committee of the communist party proposed to comprehensively promote grassroots party building work, expand the party organization and the party’s work coverage, and give full play to promote development,service people, unite the people, promote the role of harmony, the party’s grassroots organizations to promote the construction of other various types of grassroots organizations.The basic level party organization of the state-owned oil sale enterprise is the enterprise political core, has the important status and the function, is the enterprise unceasing reform and the development organization safeguard. Since the end of the last century, the state-owned oil sales enterprises have made some achievements in the market economy environment,summarized some experience, and promoted the development of enterprises.However, in the new situation, with the changing market situation, the gradual reform of the enterprise internal management structure, enterprise management system, the state-owned oil sales enterprise basic level party construction work appeared many factors that can not adapt to the market environment, the construction of grass-roots party organization has met a series of problems and challenges, which has put forward a new topic for the consolidation of the party organization in the political core position. In this paper, aiming at this issue,combined with literature study method, systematic research method, comprehensive analysis research methods, in-depth analysis of the cause of the problem, and find out the countermeasures to perfect the state-owned oil sales enterprises party construction work at the grass-roots level. This paper consists of four parts: the first part expounds the theoretical basis of the state-owned oil sales enterprise grass-roots party building, and the state-owned oil sales enterprise grass-roots party construction particularity and significance; the second part summarizes the achievements and experiences of the grass-roots party construction work in state-owned oil sales enterprises; the third part analyzes the existing grass-roots party construction work in state-owned oil sales enterprises problem, and analyzes the causes ofthese problems; the fourth part according to the above problems, from the innovative ways of working, promote, play the political role of the party, strengthen the construction of Party cadres party work innovation carrier, put forward countermeasures to improve the grass-roots party construction work in state-owned oil sales enterprises.
