Research On The Adjustment Of Party Building Work In State-owned Enterprises Under The Perspective Of Political Party Adaptability

As the basic grassroots organization of the Communist Party of China(CPC in short)in power,the party organization of the state-owned enterprises is the original organization mechanism in state-owned enterprises.Also,it contains and bestows the core characteristic,unique advantage and core competitiveness of China's state-owned enterprises with Chinese characteristics.Therefore,It has played an important role in the various periods of China's revolution,building and reformation.The current state-owned enterprises in China,however,are confronting with"Attend to one thing and lose another" problem,which means that the state-owned enterprises attach great importance to business while look down or weaken the party-building work.Thereby,General Secretary Xi Jinping,at the Sessions of the National State-owned Enterprise Party-building in October 2016,stressed the importance of "strengthening" and "improving" the party's leadership and party-building work of the state-owned enterprises.But how does the party "strengthen" and "improve"the party leadership in state-owned enterprises?Or how does the state-owned enterprise"strengthen" and "improve" its party-building work?This is an urgent question worthy of research and study.The article is based on the constantly changing external environment and internal factors faced by the state-owned enterprises nowadays.It aims to study and analyze the adaptation of party-building work in state-owned enterprises from the perspective of the basic party-building and political adaptability of the CPC in power,both internally and externally.What's more,by taking G Enterprise as the case sample,it takes methods of contradictory analysis,system analysis,structural functionalism analysis,and case analysis with reference to a lot of materials and documents.In the first chapter,the article elaborates the political party adaptability theoretically in three parts.The first part defines and distinguishes the concepts of the political adaptability.The second part analyzes the aim,the two forms,several related models and the two kinds of results of political party adaptability.The third part discusses the adaptability of the CPC and provides theoretical preparation for the following discussion at the same time.In the second chapter,the article analyzes the party-building adaptation of state-owned enterprise theoretically in two sections.The first section also defines the concept of party-building adaptation in state-owned enterprises;the following and last sections try to build analysis model and carry out theoretical analysis of party-building adaptation,which provides theoretical retrospect for the party-building adaptation in state-owned enterprises.In the third chapter,the article observes and analyzes the party-building adaptation models in state-owned enterprises by taking G Enterprise as the case sample on the basis of surveys and interviews.The first section introduces the party-building adaptation in G state-owned enterprise as a case study;the second section carries out scientific and theoretic analysis on the party-building adaptation in G enterprise;the third section analyzes the problems existing in the process of the party-building adaptation work in G enterprises,and the fourth section analyzes the reasons for the above existing problems.All these provide case basis for the following and further discussion of policy theory in the next chapter.The last but not the lest chapter of the article discusses and displays the adaptation strategies of the party-building work in the state-owned enterprises.Based on theories in the previous chapters(the political party adaptability theory,the adaptation theory of the party-building work in state-owned enterprises and the case study theory of party-building work in G Enterprise),and by taking the party organization of state-owned enterprises as the basic organization carrier of the CPC,this article provides adaptation strategies of party-building work in state-owned enterprises,taking into account the aspects of ideology,organizational structure,institutional system,method carrier and cadre management.Two conclusions are drew from this article.firstly,some sort of party-building work and party organization in state-owned enterprises are both "compatible" and"contradictory" with the scientific development of state-owned enterprises.Secondly,The party organization and the party-building work in the state-owned enterprise can strength and improve both the party's leadership and the party-building work of the state-owned enterprises through the adaptations in aspects like ideology,organizational structure,institutional system,method carrier and cadre management.Only in this way,can the party's leadership and party organization be integrated into all aspects of the state-owned enterprise governance and its structure to provide unique advantages for the bigger,better and stronger enterprise development.The highlight and innovation of this article lies in its reference of a lot of theories and field practical researches and documents to provide useful strategies for party-building adaptation in state-owned enterprises.Under the background of the CPC's transformation and the framework of the CPC's construction,it tries to start from the case study of documents on the construction of state-owned enterprises by the CPC Central Committee and a large number of researches,interviews and field studies,then after discussion of political party adaptability and party-building adaptation in state-owned enterprises,it puts forward strategies of party-building adaptation,which,will further promote the development of state-owned enterprises and reinforce the basic organization foundation of the CPC in power.
