eighteen Party's Congress,General Secretary Xi Jinping has focused on adhering to and developing socialism with Chinese characteristics.According to the overall layout of the "five in one" and the "four overall" strategic layout,and applying Marx's standpoint and viewpoint,a series of new ideas and new viewpoints on the reform and development of state-owned enterprises and Party building have been put forward.In October 10,2016,in particular,the Central Committee of the Communist Party of China held a national work conference on Party building in state-owned enterprises.General Secretary Xi Jinping expounded on a series of major problems in the reform and development of state-owned enterprises and Party building,and formed an important thought on Party building in state-owned enterprises in the new era.The 19 th National Congress of the Communist Party of China first discussed the issue of "General requirements for the construction of the party in the new era",and put forward the development requirements of "continuously improving the quality of the construction of the party",which fully demonstrated our party's deep insight and accurate grasp of the practical logic of "building the party with quality,rejuvenating the party with quality,and strengthening the party with quality" in the new era.As an important part of the national governance system led by the party,state-owned enterprises should not only adhere to the party's leadership and strengthen the party's construction as a major political principle of their own development,but also take "improving the quality of Party construction work of state-owned enterprises" as the fundamental internal power of improving quality and efficiency in the new era,so as to realize a virtuous cycle of "building the party and leading the team to promote efficiency".From this logic,"how to improve the quality of Party Construction in state-owned enterprises" has become a major practical issue to be solved and responded to.In view of this,the author takes "quality management system of Party construction" as the analysis object,along the main line of the origin,structure and development of quality management system,as well as the formation,evolution and optimization of quality management system of Party construction,deeply analyzes the current predicament of the introduction of quality management system of Party Construction by state-owned enterprises,and puts forward corresponding optimization strategies and improvement suggestions,with a view to becoming a new era country It provides a new theoretical paradigm and practical guidance for enterprises to improve the quality of Party construction.The first part of this paper mainly puts forward and demonstrates the key argument that "improving the quality of Party Construction in state-owned enterprises is the core of implementing the general requirements of Party Construction in the new era".This part also elaborates three problems.The first question,centering on the development history of state-owned enterprises for more than 80 years,generalizes and sums up the historical characteristics of the party construction work of state-owned enterprises in different periods in general,and provides us with an accurate time axis for insight into the development of the party construction work of state-owned enterprises.The second problem expounds that improving the quality of the party construction work is an inevitable requirement for the state-owned enterprises to comprehensively deepen the reform in the new era,and puts forward that the state-owned enterprises should have a deep understanding of the practical law that "the first-class party construction work drives the development of the first-class enterprises".The third problem puts forward that the innovation of Party construction mode is the source power to improve the quality of Party Construction in state-owned enterprises,and the ISO9000 quality management system of Party construction has been proved by practice,which is conducive to improving the quality of Party Construction in state-owned enterprises.The second part of this paper mainly introduces the initial evolution and specific structure of the quality management system.The quality management system is a western "foreign product",which was officially launched by the international organization for Standardization in 1987 and then popularized to the world.The final form and practice support of quality management system is a set of scientific,efficient,easy to understand and feasible "quality management operation documents",which generally includes three levels: quality documents,procedure documents and operation documents.By combing and tracing the development process and basic structure of the quality management system,we can more clearly understand the origin,content,advantages,characteristics and structure of the quality management system,and then lay a solid organizational foundation for seamless connection between the quality management system and the party construction of state-owned enterprises.The third part of this paper mainly introduces the development process of quality management system in the party construction of state-owned enterprises in China.This part analyzes the background,practical value and application process of the introduction of the quality management system of Party Construction in state-owned enterprises.The introduction of quality management concept into the party construction of state-owned enterprises is conducive to the upgrading and transformation of the working mode from "randomness" to "institutionalization",the leap of the working process from "disorder" to "scientific" quality,the evolution of the working system from "decentralization" to "systematization",and the significant leap of the working effect from "temporary" to "long-term".At the same time,by summarizing and combing,we can divide the practice process of the quality management system of the party construction of state-owned enterprises into three main stages: exploration period(represented by Jiangxi Copper Group from the end of 1990 s to 2002),peak period(represented by Fengfeng Group from 2002 to 2008),and bottleneck period(2008 to now).The fourth part of this paper mainly introduces the current bottleneck of the quality management system of the Party Construction in the state-owned enterprises.At the same time,these factors are also the important causes of the lack of power behind the early quality management system of the party construction.These factors mainly include the biased thought of "emphasizing business and neglecting party construction" in the ideological level,the practical dilemma of "crossing the river by touching stones and lacking experience" in the theoretical level,the historical puzzle of "the special funds for party affairs are lack of stable guarantee" in the economic level,and the practical puzzle of "the operation process of the quality management system of Party construction is complicated and complicated" in the practical level.In a word,in the new era,if state-owned enterprises want to establish an efficient quality management system of Party building,they should first solve the problems in the above aspects.The fifth part of this paper mainly introduces the optimization path of the introduction and establishment of the quality management system of the party construction of the state-owned enterprises in the new era.Based on the analysis of the practical difficulties and practical bottlenecks of the quality management system of Party building from the traditional perspective,combined with the functional orientation of the party organization of state-owned enterprises in the new era,the optimization idea of "guided by the development oriented thinking,effectively implemented with the pragmatic thinking,and continuously improved the quality management system of Party building with the innovative thinking" is put forward.In addition,this part takes the quality management system of the party construction of North China Industrial Corporation as the empirical analysis object,and deeply analyzes the relevant process of introducing and operating the quality management system of the party construction from the perspective of establishing the modern state-owned enterprise system with Chinese characteristics.
