Nowadays, the phenomenon of illegally occupying land to build houses is very serious. We can collect massive news about illegal buildings only from Internet, and it is multiple and diversified. A piece of news about 13 Notifications for Correction in Time Limit failing to stop building houses drew my attention. Being faced with effective Notification for Correction, did administrative organizations get slack at law enforcement or did the administrative counterparts regard laws as nothing? In order to realize the proper target of "charging correction" behaviors or let Notification for Correction in Time Limit play the effective role, the nature of "charging correction" behaviors must be determined. Only in this way, the administrative organizations and counterparts can exactly understand the legal status, legal force and value of Notification for Correction in Time Limit and take it as the important basis for dealing with the problems of illegally occupying land to build houses.From the core content, this paper focuses on conducting theoretical and practical explanation and analysis of this behavior from the nature of "charging correction" behaviors and the standardization of implementing "charging correction" behaviors these two aspects. From the structure of this paper, this paper can be divided into four parts as follows.The first part:introduce the case and the problems that need discussing.The second part:analyze the confusion of the nature determination of "charging correction" behaviors from laws and regulations, theory and concepts and practice.The third part:on the basis of the comparative analysis between "charging correction" behaviors and other administrative acts, put forward the proposition that the "charging correction" behaviors in the governance of illegal buildings belong to administrative order.The fourth part:discuss the way of realizing the aim of realizing "charging correction" behaviors and issues to consider in the process of governing illegal buildings, including subject, prescription limit, suability and other core contents.
