building as the research object,starts with the concept of illegal building,tries to make qualitative research on illegal building behavior from the perspective of the continuity and continuity of behavior,summarizes the current situation of Chongqing a district illegal building governance,summarizes the Governance Dilemma and reason of Chongqing a district illegal building,draws lessons from the experience of domestic and foreign illegal building governance,and puts forward the corresponding countermeasures Policy recommendations.The first chapter describes the importance of illegal paper summarizes five experiences: first,strict legislation,and operational means of governance;second,clear institutions,clear responsibilities,and cooperation between all parties;third,mobilizing public participation,public supervision and multi-party coordination;fourth,focusing on human governanceand cooperation Fifth,we should pay attention to the use of information technology to promote the governanceof illegal buildings.The sixth chapter puts forward the countermeasures and suggestions for the illegal buildings governancein Chongqing a district.Based on the experience of illegal buildings governance,combined with the theory of governance and illegal cost,this paper tries to put forward countermeasures and suggestions: first,improve the system of laws and regulations,including improving legislation to ensure that there are laws to govern,improving the cost of illegal buildings to explore the punishment of illegal buildings,and formulating the detailed rules for
