A Research On The Negative Factors Of Administrative Culture In Constructing Local Government Efficiency

In the nineteen eighties,our society has developed into a golden age of " cultural winning ".Scholar and manager shift the focus of attention to the more fundamental culture. Administrative culture is the soul of the administration, it is the most important problems facing the current administrative system reform in China, and it could guide the implementation of the behavior of the members of the administrative organization, mobilize their initiative, enthusiasm and creativity of the administrative organization to form a solidarity and cohesion; it could regulate the executives of thinking and behavior, and to play the role of promoting or prejudicing the government efficiency construction. So administrative culture can support and promote the government efficiency construction.Enhance the government efficiency has attracted the scholars’ high attention.In this context, the efficient government, in the midst of growing, whether it can develop and play its due role or not, in the rapid development period of socialist modernization construction and social transition, the key lies in whether the administrative manager, can grasp the Chinese contemporary administrative culture and to better promote the construction of government efficiency or not.According to the transformation of government function and the concept of administrative culture, explained the meaning and function of administrative culture, the meaning and requirements of government efficiency.Secondly,analyzed the negative factors of Administrative Culture in government efficiency promotion from the aspects of administrative ideas,administrative style,administrative psychology,and through the specific case to analysis how the negative factors of the administrative culture hinder the process of government efficiency promotion.Thirdly,analyzed the causes formation of that culture negative factors from from two aspects of the historical roots and realistic reason.At last, according to the administrative culture negative factors in government efficiency promotion, this thesis putted forward the countermeasures:Change the administrative concept, revaluation of the administrative value, debug administrative psychology, change administrative habits and optimize the administrative environment.At the same time, to explore the negative factors of Administrative Culture in Constructing local government efficiency, it would providing the practice of the government efficiency promotion with theoretical guidance, and guide the development direction of the administrative reform, guarantee the administrative reform smoothly develop along with a health rail, so as to promote the deepening of the administrative system reform, and to promote the practice process of government efficiency promotion.
