The Measurement Of Local Government Efficiency And Its Influencing Factors

Improving government efficiency and building a service-oriented government are the goals pursued by government administrative activities.Through the evaluation of local government efficiency,this paper finds problems in government management,promotes government reform,reduces government costs,and builds high-efficiency local government organizations that the people are satisfied with to promote coordinated economic and social development.Select input indicators from three aspects of labor input,capital investment and land input,select output indicators from four aspects of economic performance,education,medical care and infrastructure construction,and use the ultra-efficient DEA model and Malmquist productivity index,respectively,from static and dynamic.From two angles,the efficiency of 14 prefecture-level cities in Liaoning Province was evaluated.Firstly,the efficiency of 14 prefecture-level municipal governments in Liaoning Province was evaluated from a static perspective.The study found that between 2007 and 2016,the government efficiency of 14 prefecture-level cities in Liaoning Province was overall effective,with an average efficiency of 1.13 and the average government efficiency in each year.Both are greater than 1,but the difference in government efficiency between the 14 prefecture-level cities is more obvious;the change in pure technical efficiency is more synchronous with the change in the overall efficiency of the government.Except for Yingkou,the average pure technical efficiency of the government in 13 prefecture-level cities in Liaoning Province The values are all greater than 1;in terms of scale efficiency,except for Shenyang and Dalian,the average efficiency of the other 12 prefecture-level municipal governments is less than 1.Then,from the dynamic point of view,the efficiency of 14 prefecture-level municipal governments in Liaoning Province was evaluated.The study found that the decline of total factor productivity of 14 prefecture-level municipal governments in Liaoning Province was caused by technological backwardness,not due to the decline of technical efficiency.Finally,the super-efficiency scores of 14 prefecture-level municipal governments in Liaoning Province were used as explanatory variables,and an empirical study was conducted on the influencing factors of government efficiency by constructing Tobit regression model.From the three aspects of policy system,economic development,society and culture,we choose fiscal decentralization,annual GDP growth rate,and education level as the influencing factors of local government efficiency,and judge the degree of influence on the efficiency of 14 prefecture-level cities in Liaoning Province.The theoretical perspective is used to qualitatively discuss the relationship between variables and efficiency,and relevant policy recommendations are proposed in a targeted manner.The study found that residents' education level has a significant positive correlation with government efficiency;fiscal decentralization and government efficiency have a significant positive correlation;while GDP growth rate has a negative impact on government efficiency,but the impact is not significant.
