Research On Assistance And Protection Of Government For Homeless Minors Of Kunming City In Yunnan

In the process of rapid industrialization and urbanization in our country, urban population for vagrants and beggars are rising year by year, especially minors and beggars phenomenon is serious, to the city’s salvation and protection work,It will bring us many problems. This special group has caused the extensive concern of the society from all walks of life, especially great importance to the local governments.All parts of the country continues to practice the new measures to help and protect homeless juveniles, the academic circles are also actively exploring. In this article, as the actual object in Kunming, Yunnan province, through the analysis of the carding and related data, the government help homeless juveniles were, on the basis of the theory of the government’s bailout and social relief,I will discuss the related problems and countermeasures protection about government aid for homeless juveniles in Kunming, Yunnan province.The research content of this article mainly divides into five parts,.The first part: the general part mainly introduces the background related the thesis research purpose and meaning to homeless juveniles in Kunming, Yunnan province.And the scholars at home and abroad in recent years about the research status for homeless juveniles were combing, and using literature research, the research direction, methods, and data are presented. Theoretical basis for the second part is the theory basis, the part mainly introduces the public governance theory, new public service theory, and the related concepts about the homeless juveniles were defined, from the perspective of public management,they are briefly summarized and analyzed. The third part is the analysis of the situation,about the investigation and analysis of government aid and protect wandering minors in Kunming, Yunnan province.The fourth part: from the problems existing in the government’s salvation to homeless juveniles in Kunming, Yunnan province, I sums up the reasons of the existence of the problem. The fifth part for solutions, through the studies of three countries of the United States, Japan, India about government’s salvation to homeless juveniles, combining with the shortcomings of the existing in the management about the Kunming government inrescuing homeless juveniles,the concrete solving measures are put forward.In short, through the research on government aid and protection for homeless minors in Kunming, we can draw the following conclusions: First, the government must play the main role in homeless assistance and protection of minors, and effectively implement social management functions, and gradually solve problems of homeless minors; Second,it is essential that local governments cooperate with civil societies and NGO groups,which is also a feasible way of salvage around the world;The third, simple detention and repatriation can not fundamentally solve the problem,the Government department not only to solve their problems of survival, but also psychologically eliminate the psychological barriers, to face the society, leave happily;Last but not the lest, only to strengthen the prevention and control at the source, in addition to timely and scientific rescue process, can fundamentally solve the problems of homeless minors.
