Deborah Brautigam’s Thoughts On Chinese Aids On Africa

As an important method to maintain and deepen the friendly relations between China and African countries, China aid to Africa has been used throughout the economic diplomacy practice, and makes great contributions on promoting the friendship between two sides. The development of China’s assistance to Africa has always been concerned by the international society and Chinese government. how to explore an efficient, safe, and convenient assistance path, it is the urgent question which needs to be solved under the new developing situation. This article aims to help us understand and master the international research dynamic through studying the assistance thoughts of Deborah Brautigam, and instruct and guide the development of China’s assistance to Africa.Deborah Brautigam’s academic thoughts on China’s assistance to Africa mainly concentrated in the following four aspects:First, made a comprehensive review of the China’s assistance developing history, and analyzed in details on the history reasons about China aid policy formation. From the founding of new China to the reform and opening-up, then to the new century, the assistance thoughts, policies, paths are changing and developing gradually. Deborah deeply analyzed the change reasons from the domestic and foreign perspectives, and gave proper explanation combining with the background. Second, clarified China’s aid structure and system, explained the role and function that the government departments played on China’s foreign aid, and discussed the details about the operation mode. At the same time, the assistance methods were explained one by one to help us deeply understand the effects on promoting the Africa economy development. Third, answered the questions about China’s aid funds, including the amount of aid funds, aid transparency, the source of aid funds. Fourth, responded to the international criticism on China’s aid to Africa, including robbing of energy resources, supporting the rogue regimes, undermine the democratic process, aggravating the government corruption, leading to vicious competition, destroying the natural environment, squeezing the workers labor and so forth. Deborah refuted these criticism one by one and provided a more objective and impartial perspective to the international society.Finally, about the objective problems in China’s aid to Africa which Deborah proposed, this article analyzed the reasons from Deborah’s objective evaluation, and put forward the corresponding measures to solve the problems, then made a better improvement on China’s aid system and methods.
