The household contract responsibility system reflect the system advantages at the beginning, which has been for the social consensus, but in today’s social and economic conditions, household contract responsibility system lead make disadvantages such as land split, which has been also increasingly prominent. In order to get adapt to promote the reform of the rural economy, break the urban and rural dual economic structure, etc.and make it happen that take the best use of limited resources to meet people’s growing material and cultural needs, setting up right to the contracted management of land circulation market become the direction of land reform at present stage.
