Values is the important spirit power of condensed the whole nation and state, has a great reaction to social existence. In recent years, the research on this issues became the academic schools of thought contend. And the research of the core values reach the climax when the party 18 report citizens came up with the Core Socialist Values, from three aspects,the state, the society, the individual. I think that cultivating the Core Socialist Values not only need to have a clear goal and orientation on the level of the state and the society, but also should pay attention to the formation of the citizens’ personal values. Relative to the level of the state and the society, the level of the individual citizens, is more fundamental, universality, and permeability. Therefore, this paper based on the relevant theory of motivation mechanism to study the problems of the cultivation of citizens’ core values,and tried to promote cultivation of the Core Socialist Values. The paper explained the concept of values and the Dynamic Mechanism of the Core C ivil Values,and explorated it’s theoretical basis.The second part mainly discussed the structure of the Core Civil Values from the internal and external layers,and explained it’s operation.The third part mainly discussed the operation status of the Dynamic Mechanism of the Core C ivil Values,and analyzed reasons of the problems.The fourth part raised concrete countermeasures of good operation of the Dynamic Mechanism of the Core Civil Values on the above three parts.
