Operational Research On "Internet Plus Government Affairs" Information Security Management Issues

During the past few decades, the rapid development of Information Technology has greatly promoted the development of industry, and also has penetrated into every aspect of people’s lives. "Internet plus" has already penetrate into all aspects of the economy, industry and society after the introduction of the Report on the Work of the Government "NPC and CPPCC" in March 2015. With the national "Internet plus" plan of action published, local plans have also landed. In this context, "Internet plus Government Affairs" will usher new opportunities, new challenges and new ecological.With the big data analysis as the core, "Internet plus government" groups and analysis the data and information of government governance on the Internet through the communication technology, which achieves a series of evaluation, decision-making, management and service of intelligent, to promote the government affairs open and transparent.As the forefront of reform and opening up, and the first national e-commerce model city, Shenzhen city has piloted the development of "Internet plus", and already launched the "Shenzhen Internet plus action plan", which made clear in advance to the intensive mode of e-government and cloud service models and constructed the network security system into the city safety strategy as the same time. With all above, the construction and management of Shenzhen city’s electronic government will strive for further improvement. According to the current situation of Shenzhen City e-government information security management, with the successful experience of foreign information security management, this paper propose the policy perspective to improve and strengthen the "Internet plus Government Affairs " information security management.This paper mainly includes four parts:the first section mainly explains the concept of "Internet plus Government Affairs" and the theory of information security; the second section takes Shenzhen city as an example, analysis of the "Internet plus Government Affairs " information security management practices, preliminary results, the main problems and reason analysis; the third section summarizes the United States, South Korea, the EU and Japan as the representative of the developed countries the successful experience in the development of e-government information security management and the enlightenment; the fourth section on the basis of previous analysis, put forward to improve and strengthen the Countermeasures "Internet plus Government Affairs" information security management.The innovation intention and value of this paper are mainly manifested in the following two aspects:First of all is the innovation and value of the research topic. As the Special Economic Zone, Shenzhen is the first, vanguard, test field of the reform and opening, and the pilot in terms of e-government. At present, Shenzhen has followed the pace of the State Council, the Guangdong Province, issued the "Shenzhen Internet plus action plan", to specific deploy "Internet plus Government Affairs". Shenzhen has already deployed Internet e-government, the implementation of the path can be generalized.Secondly is the innovation and value of countermeasures and suggestions. This paper follows the new policy and new requirements of state, and actively put forward countermeasures and suggestions during the implementation stage of "Internet plus", which has higher application value.
