The Analysis And Management Strategies Of The Heilongjiang Provincial Electronic Government Information Security Issues

With the development of network information technology, the traditionalway of government management has been unable to meet the requirements of thetimes. E-government as a symbol of modern information network technologydevelopment and application, opened up a new digital space for the successfultransformation of the government. However, there are a large number ofgovernment documents in circulation in the e-government system, which includea large amount of important secret documents that some of them are matter to thenational security. If the information which transmitted through the networkonce eavesdropped, tampered or forged, will bring serious harm to the nationalsecurity and social stability. With the rapid development of e-governmentconstruction, it has been unable to protect the integrated security of thee-government network if we merely depended on traditional firewall, intrusiondetection, or anti-virus system which protected only the part. The securityproblems of e-government information have become increasingly prominent, andhave caused serious harm day by day. At present, Heilongjiang province stilllacks of broad and detailed study in the field of e-government informationsecurity management. Based on this, this paper will make a monographic study tothe issue of Heilongjiang province’s e-government information securitymanagement.Firstly, this paper has made a basic explain which related to the researchingwork that included some concepts, procedures and theories of the e-governmentinformation security management. Base on that, we did some investigations andresearches to the security circumstance of Heilongjiang province’s e-governmentinformation. From that, we have made a deeply research and analysis to the issueof e-government information security of the Heilongjiang province from theaspect of Heilongjiang province’s e-government construction circunstance,e-government management measures, problems existed in e-governmentinformation security, as well as the factors influenced the e-governmentinformation security and so on. From the researching result, we proposed somerelated measures to the Heilongjiang province’s e-government information security management.The researching results showed us that the formation of the e-governmentinformation security problems of Heilongjiang province mainly stay at twoaspects: technology and management. From the technical point of view, there is acongenital defect at the aspect of information security technology. And the corehardware as well as software depended on foreign made, that we are unable tochange at the moment. From the management perspective, the problems ofHeilongjiang province’s E-government are: information security managementmechanism is not perfect; personnel information security awareness is not strong;the lack of high level professionals; lack of information safety supervisionsystem; information security evaluation system is not perfect; the informationsecurity maintenance capacity is limited and so on. All of these resulted ininformation security problems coming up constantly and more hidden dangersshowing up. Further study has showed that, to strengthen the management ofinformation security can largely compensate for the technical defects, and tofully improve the capability of information security insurance as well as overallbalanced development. Also it is conducive to the further promotion anddeepening development of E-government’s overall efficiency in Heilongjiangprovince. According to this, this paper has proposed some countermeasures andsuggestions to the Heilongjiang province’s e-government information securityproblems.
