The theory of quality award was adopted by China in the beginning of this century, and this kind of project gradually popularized and grown, according to incomplete statistics, the majority of provinces in the country have launched the government quality award project, the Shenzhen mayor quality award, which was established in 2004 and has completed 12 annual assessment work, is the first government Quality Award in China. According to the accumulation of assessment experience and several times reform of this award, it can provide experience and reference for other quality award project in China.Combining with some theories, such as the specific administrative act of the government in the field of quality management, quasi public goods, The resource type policy, incentive theory, this paper aims to analysis and study the Shenzhen mayor Quality Award through statistics and cases, the first overview of the Shenzhen Government Quality Award activities were discussed, and summarize that this award has three stages of development, including started, expansion and the latest reform, also discuss the reform in three parts, standard change, optimizing program change and management evaluation are expounded. This paper also affirms the achievements, such as providing practice and experience for China Quality Award activities, enhance the quality of regional competitiveness, the award-winning unit operating indicators significantly improved and the vigorous development of quality experts, through the study, also pointed out that the prize in carrying out the deficiencies in the process, such as lack of enough policy resources, regional and industry awards to the Not balance, small and medium-sized enterprise award-winning difficult, incentive measures ineffective, awards the imperfection of the legal system construction and social identity should be improved.Draw some enlightenment through the study of world quality of the three major activities, prizes and other domestic government Quality Award activities summary from the set of awards, criterion for evaluation and incentive measures.
